To commemorate the 19th Plenipotentiary Conference being held in Busan, the city bestowed honorary Busan citizenship to Houlin Zhao of China, who was elected as the next Secretary-General of the ITU on November 4 at Busan City Hall.
Houlin Zhao won the position by capturing 152 of 156 ballots cast. The election took place in Busan, during the Plenary session of the PP-14 conference on October 23, 2014. Zhao will take office on January 1, 2015, for a term of four years, with the possibility of re-election for one additional four-year term.
From 1986 to 1992, Mr. Zhao was a senior staff member in the then CCITT, and later from 1993-1998 he served with the TSB. As counselor for the ITU-T Study Groups, he was responsible for coordinating cooperation efforts between other international technical bodies, including the ISO and IEC.
Houlin Zhao is dedicated to solving the digital divide and promoting international cooperation in the Information and Communication Technologies (ICT) sector in developing countries. In recognition of these efforts and more, he received honorary Busan citizenship.
