BUSAN, South Korea -- The parliamentary committee on education, culture, sports and tourism has passed a special bill to normalize public education and ban prior learning. 

The bill prohibits elementary, middle and high schools and colleges from teaching subjects that are not yet part of school curricula. It also bans private institutes from promoting and publicizing the practice of studying in advance. 

The bill also stipulates primary schools and colleges should ensure their admission tests for new students will not cover material beyond what the students learned in school curricula. 

The special law, which passed the committee without a vote today will likely pass the judiciary committee and the parliamentary plenary session as well.
