BUSAN, South Korea -- Busan's fine dust level has been downgraded to bad by the Busan Institute of Health and the Environment today. 

Bad is the 4th highest among 5 warning levels. At this level, the institute recommends avoiding outdoor activities, especially the elderly, the sick and children. 

Concentration levels in Busan exceeded 100 microgram per cubic meter limit, reaching 187 micrograms per cubic meter in Saha-gu, 186 in Dongrae and 167 in Geumjeong-gu.
