BUSAN, South Korea -- A power failure occurred in 2,800 households in three apartment complexes in Jwa-dong of Haeundae-gu and the neighborhood shopping centers at 3:10 a.m. today, though electricity was restored after one hour. 

It did not affect the residents, however, because it occurred in the early morning. 

The Korea Electric Power Corporation assumed that the large scale blackout occurred as the safety breaker of the electric transformer had been operated because of the water leak in the basement garage in the neighborhood shopping center.
